01. Define the assistant's authority

An internal assistant should distinguish between explaining documented process, suggesting next steps, and taking action. Its prompt should say when it may answer, when it must cite sources, and when it must route to a human owner.

Assistant policy:
- Answer engineering process questions from retrieved docs.
- Cite source IDs for deployment, security, or compliance claims.
- If docs conflict, show the conflict and ask the owning team.
- Do not invent Slack channels, commands, owners, or approvals.
